
Richmond Hill, Ontario — [Yesterday], the Transportation Safety Board of Canada (TSB) released a preliminary report concerning its investigation (A25O0021) into the February 17, 2025 accident involving a Bombardier CRJ-900 LR aircraft operated by Endeavor Air (dba Delta Connection) at the Toronto Pearson Airport, Ontario.
The preliminary report [was] issued [yesterday] in accordance with Annex 13 of the International Civil Aviation Organization (ICAO) Convention on Civil Aviation.
The report contains preliminary factual information gathered to date and is intended to provide information on the progress of the investigation. This includes data captured by the aircraft’s flight data recorder during the approach and landing phase of the flight, information about weather reports issued before and after the occurrence and personnel information. There are also details about post-impact aircraft damage, the state of the aircraft controls and engines as found post-occurrence, and information about the emergency response and evacuation. The preliminary report also provides insight on the current areas of focus for the investigation.
The information in the preliminary report may be incomplete, may change during the investigation or new relevant facts may become known that have not yet been considered. In addition to the preliminary report, we have also released a video featuring the Investigator-in-charge, offering a firsthand look at the investigation progress to date.
The preliminary report and investigation page contain all the information we can currently share about this investigation. It is important to note that at this stage in the investigation, it is too early to draw conclusions as to the causes of this accident. A full investigation report, which will include the TSB’s analysis into why the accident happened and the Board's findings, will be released in due course. Should we uncover any significant safety deficiencies requiring immediate action during the investigation, we will not hesitate to make these known to the regulator and industry.
